Government announces oral hearing for anti-dumping investigation on Chinese imports of isopropyl alcohol.

The Directorate General of Trade Remedies (DGTR) has scheduled an oral hearing on the current anti-dumping inquiry into imports of isopropyl alcohol (IPA) from or produced by China. On September 29, 2023, the DGTR initiated an investigation to ascertain whether these imports, if dumped into the Indian market, are seriously harming the domestic industry.


 

According to DGTR's recent announcement, the Designated Authority permits interested parties or their representatives to provide pertinent information orally during the investigation under Rule 6(6) of the Anti-Dumping Rules. However, the Designated Authority will only consider such oral information if they later turn it in in writing.

Accordingly, the DGTR has set the oral hearing for July 5, 2024, at 2:30 PM (IST). A hybrid structure for the hearing will enable in-person attendance at the DGTR conference room and via digital video conferencing (DVC). Interested parties will receive an email with the web link and other information for joining the DVC.

It asked interested parties to submit their organization or company name, email, mobile number, landline number (with country or state code), the name and email of the participating legal representative or coordinator, and their preferred mode of attendance by July 4, 2024.

After the hearing, we will ask participants to submit written versions of their opinions, whether confidential or not. They may also, if need be, submit a reply within the time range specified after the hearing.

The DGTR's anti-dumping inquiry aims to ensure fair competition and address any potential negative effects unfair trade practices may have on the domestic industry. What comes out of this probe will be critical in deciding how to proceed with IPA imports from China.
