Department of Pharmaceuticals Sets Ambitious Targets for Special Campaign 4.0, Emphasising Cleanliness and Digital Transformation

As part of its preparatory phase for Special Campaign 4.0, the Department of Pharmaceuticals, along with its affiliated offices—including the National Pharmaceutical Pricing Authority (NPPA), autonomous bodies such as National Institutes of Pharmaceutical Education and Research (NIPERs), public sector undertakings (PSUs) like Hindustan Antibiotics Limited (HAL), Karnataka Antibiotics & Pharmaceuticals Limited (KAPL), Bengal Chemicals & Pharmaceuticals Limited (BCPL), and the Pharmaceutical and Medical Devices Bureau of India (PMBI)—conducted a thorough exercise to identify targets for this campaign.


These targets were determined based on parameters set by the Department of Administrative Reforms & Public Grievances (DARPG) and have been uploaded to the Special Campaign for Disposal of Pending Matters (SCDPM) 4.0 Portal.

The Department has significantly expanded its scope for this phase, identifying 110,046 sites for cleaning activities—far exceeding the 9,624 sites achieved in the previous phase. This growth highlights the Department’s ongoing commitment not only to ensuring accessibility, availability, and affordability of medicines but also to promoting cleanliness and environmental sustainability across its operations.

PMBI, a society operating under the Department’s purview, is leading the campaign’s implementation by mobilizing a vast network of 11,000 Pradhan Mantri Bhartiya Janaushadhi Kendras (PMBJKs) for cleaning and maintenance activities. The campaign’s scope includes 2,786 sites in the East Zone, 2,700 in the North Zone, 2,718 in the South Zone, and 2,796 in the West Zone. NPPA, through its 20 Price Monitoring and Resource Units (PMRUs), is also actively participating in this endeavor, along with NIPERs and the three PSUs (KAPL, HAL, and BCPL), which are organizing outdoor cleaning campaigns to further promote environmental sustainability and hygiene.

A standout achievement for the Department of Pharmaceuticals is its 100% digitization of file management, making it one of the few ministries to maintain a completely paperless office. Currently, the Department has 9,797 e-files, of which 5,126 are active. During this campaign period, efforts will focus on reviewing 4,671 "parked files" to address pending matters and enhance administrative efficiency. NPPA, NIPERs, and the Department’s PSUs have also identified a total of 4,805 physical files for review and disposal in alignment with the campaign’s objectives.

Additionally, the PSUs under the Department have committed to disposing of identified scrap through proper procedures, with an expected revenue of approximately ₹33 lakhs. This initiative aims to streamline operations, clear backlog, and optimize the use of resources, demonstrating the Department’s dedication to achieving full compliance with the campaign’s targets and parameters.

The Special Campaign 4.0 not only underscores the Department of Pharmaceuticals’ role in ensuring the availability of essential medicines but also its proactive approach to promoting cleanliness, environmental responsibility, and digital transformation. With the comprehensive participation of its affiliated offices, autonomous bodies, and PSUs, the Department is poised to set a new benchmark in administrative efficiency and sustainable practices.
