NCR's Greening Efforts Help Combat Dust and Improve Air Quality

The Commission for Air Quality Management in NCR & Adjoining Areas (CAQM) has made notable strides in enhancing the green cover across the National Capital Region (NCR). Extensive greening and plantation, particularly along roads and pathways, have been identified as effective measures to mitigate high levels of dust, a major contributor to poor air quality during dry summer seasons.


Starting modestly with 2.88 million new plantations in 2021-22, efforts ramped up significantly to 31.2 million new plantations in 2022-23. For the year 2023-24, a target of 38.5 million new plantations was set, with approximately 36 million plantations successfully carried out, achieving 93.5% of the target. State-wise compliance rates for 2023-24 were 84.6% for Delhi, 87.4% for Haryana, 86.2% for Rajasthan, and an impressive 103.4% for Uttar Pradesh.

Greening and Bio-Barricading Initiatives

The CAQM emphasizes large-scale greening and bio-barricading along the boundaries of educational institutions, research organizations, and commercial/industrial units. In densely populated urban areas where open land is scarce, the Commission promotes urban forestry initiatives, particularly the Miyawaki Technique, to achieve dense green cover.

CAQM has recommended the use of native plant species for plantation activities, with a focus on monitoring post-plantation care, survival rates, and overall plantation health. The implementation of shrubs with heights of 6-7 feet is encouraged to create effective dust barriers. Establishing thick tree cover and shrubs along industrial areas, schools, and colleges is aimed at reducing dust and pollution. Filling gaps in conventional plantation areas ensures dense coverage, and the involvement of NGOs and RWAs in plantation drives is promoted through Information, Education, and Communication (IEC) activities.

Collaborative Efforts and Future Targets

The Commission works in collaboration with NCR State Governments, the Government of NCT of Delhi, central agencies, and various academic and research institutions. Institutions are encouraged to adopt external land for plantations if internal space is limited and to allocate sufficient funds for these initiatives. The University Grants Commission (UGC) has been requested to support these efforts financially.

To maintain momentum, CAQM advises setting annual plantation targets at least 20% higher than the previous year. The Commission will closely monitor the implementation of the comprehensive Greening Action Plan, focusing on the plantation of native species and ensuring high survival rates through diligent post-plantation care.

This comprehensive greening strategy aims not only to improve air quality but also to contribute to the overall environmental sustainability of the NCR.
